Guyana President Optimistic of Favourable ICJ Ruling in Border Case Against Venezuela

Published

President David Granger

GEORGETOWN, Guyana, Friday December 6, 2019 – President David Granger is optimistic that the International Court of Justice (ICJ) will dispense a ruling in Guyana’s favour in the border case with Venezuela.

He expressed these sentiments yesterday while appearing on the popular radio programme, Hot Seat.

“We hope that we will get a judgement and we are confident that we will be getting a very favourable judgement in a very short time,” Granger said, adding that the issue had been a “monkey on our backs for the last half-century”.

“The territorial question has a lot to do with our petroleum exploration, the lineation of our maritime frontiers and seeking the court’s reassertion of the agreement of 1899 which clearly demarcated our borders.”

The vast area west of the Essequibo River makes up two-thirds of the territory of Guyana and has been claimed by Venezuela as its own since the 19th century, when Guyana was still a British colony. The international Arbitral Award of October 1899 settled the Venezuelan claim, firmly defining the disputed territory as belonging to Guyana.

But Venezuela contends that the Arbitral Award was null and void, and its claim on Guyana’s territory has been renewed since ExxonMobil made its first world class oil discovery offshore the CARICOM nation.

Despite the dispute, President Granger said Guyana has been fulfilling its humanitarian mandate by facilitating Venezuelan migrants crossing the border to escape the socio-economic turmoil in their homeland.

He stressed that he did not view the migrant situation as a threat to Guyana’s territorial integrity.

“Should there be a military threat, I am very confident that the defence forces will be capable of deterring aggression,” Granger said.

The ICJ will begin hearing arguments in March 2020 on whether it has jurisdiction over the case filed by Guyana as it relates to the Arbitral Award of 1899.

Sikka explains that while is off the hospital bed he still has to return to the hospital sometimes to do eye tests and blood tests, because of his diabetes problem.

He spoke OnStage about being conscious the whole time after being shot three times. He knew that he was riding his motorcycle in a line of traffic and a car that was also in the line overtook the vehicles that were behind him and pulled up beside him and someone started firing shots at him. He was shot in his hand, his chest and his foot before he realized that the person who fired the shots had no intention to stop, and he turn the bike on the side and let it go, so it moved along the road beside the car that the attacker was in. He then managed to get up and run to a car that was not far behind and he was rushed to the hospital. He was simply working to take care of his family. Taking care of them and helping Kartel who is in prison, was what he lived to do.

He also spoke about “Up Move” an event that he had organized for the children who had parents who couldn’t afford to give them treats. He would give them ice-cream and other treats and he got sponsorship from entrepreneurs to keep it going. Guyana Government Denies Salary Increase for President

Published

on

By

President David Granger

GEORGETOWN, Guyana, Friday January 17,
2020
– The Ministry
of Finance has labelled as “patently false”, a media report that claimed President
David Granger had awarded himself a salary increase.

The online
news outfit Citizens Report published the report on Tuesday.

But the
ministry stressed that had there been an increase in the president’s salary,
there would have been a corresponding increase in the pensions received by the
three ex-Presidents – Bharat Jagdeo, Samuel Hinds and Donald Ramotar.

“If
Citizen’s Report was not so bent on causing public mischief, a quick check of
the pensions of any of the three ex-Presidents would have shown that they have
remained the same since 2015. The Ministry wishes to remind readers that it is
Mr Jagdeo who caused the law governing Presidential pensions to be changed to
7/8 of the salary of the current President, instead of 7/8 of the salary of the
President at the time he demits office,” the ministry said.

It added
that it was unfortunate that as the country enters the elections season, the
issue of a well-deserved increase in wages and salaries for public servants,
who, under the previous People’s Progressive Party/Civic (PPP/C) administration
were financially impoverished and subjected to poor working conditions, should
be twisted into a blatantly false claim.

“It is worth
recapping that this latest increase in the minimum wage represents an overall
increase of 77 per cent the A Partnership for National Unity/Alliance for
Change (APNU+AFC) coalition took office in 2015. This is a tangible
demonstration of the government’s commitment to building a Good Life for All
Guyanese, as we enter the Decade of Development,” it said.

“The Ministry wishes to exhort the reporters of Citizens Report to become more acquainted with the tenets of good reporting, rather than pander to their handlers and do a disservice to their readers,” the ministry’s statement added.

Bahamas Government to Liberalize Investment Process for Areas Affected by Hurricane Dorian

Published

on

By

Hurricane Dorian caused US$3.5 billion in damages and losses, according to IDB and ECLAC.

NASSAU, The Bahamas, Friday January
17, 2020
– The
Government is looking to simplify investment requirements and expedite
investment applications for Bahamian and international investors for Abaco, the
Abaco Cays, and East End and West End, Grand Bahama, Prime Minister Dr Hubert
Minnis has announced.

“We will
liberalize the process of investment for the affected areas,” the Prime
Minister told hundreds of local and international delegates attending the
Hurricane Dorian Pledging Conference at the Baha Mar Convention Centre this
week.

“Hard and
difficult decisions must be made if we are to rebuild, rebuild quickly, smartly
and with resilience.”

Further
details are expected to be released in the weeks ahead, said Prime Minister
Minnis.

Representatives
of governments, multilateral agencies and financial institutions attended the
Pledging Conference, which was geared towards mobilizing recovering financing
for Hurricane Dorian. It was held under the theme ‘Rebuilding a Stronger and
More Resilient Bahamas’ and US$1.5 billion was pledged in recovery funding and
in-kind services, which was just under half the estimated losses and damage the
Category 5 hurricane caused when it made landfall in the archipelago in
September 2019.

Abaco and
Grand Bahama reconstruction and recovery efforts are expected to get a boost
from the event which was organized by the Government of The Bahamas in
partnership with the United National Development Programme (UNDP).

The Prime
Minister said the Conference and other such efforts are an essential part of
the rebuilding process.

The
Government has already prepared specific reconstruction delivery plans, which
have been cross-referenced with the US$3.4 billion damage and loss assessment
by the Inter-American Development Bank (IDB) and the United Nations Economic
Commission for Latin America and the Caribbean (UNECLAC).

The plans
focus on housing, the environment and debris clean up, education, health,
infrastructure and the economy. From the reconstruction delivery plans,
specific project concepts have been identified.

“Let me
re-emphasize that private sector, NGO and international contributions must be
aligned with the priority areas of the Government of The Bahamas,” said Prime
Minister Minnis.

He noted
that progress is being made on the ground on Abaco, the Abaco Cays and Grand
Bahama, including the removal of debris and the restoration of various
services.

“Despite the progress, someone visiting, especially Abaco and the Abaco Cays, these four months later, will be shocked by the scope and scale of the devastation and the enormous, complex and many challenges of rebuilding,” he added, stressing that there is still a “very long road ahead”.
